Topology > Create from Unassociated Boundaries (Fence)

Used to create the topology layer using raw element data of topologies imported from Oracle or copied from another file, and of various elements of the topology (nodes, edges, faces) as they are produced from non-Cadastral Mapping Configuration tools. Any matching features that are found are associated with the topology.
